First answer is the faster part, Increase drive gear (Engine side) size. So if its a chain , 23 tooth, make it a 25 tooth, will give u 10% more speed, but make it a little slower to take off on low end.
Now on Lic, ur bike is considered a moped, bring it over 30 & its no longer a moped.

If you have held a full driving licence since before 01 FEB 2001, you are automatically entitled to ride a moped without the CBT or L Plates. If you passed after this date, or have no licence to speak of, then you will need at least a provisional licence & take the CBT test before you can ride a moped.
